Is it just another cost cutting exercise though, to try to keep cases out of court?

It may well be.

The discussion was about divorce, the need for transparency and expediency hence the Arbitration Service expanding and also the availability of "Rent a Judge." It would appear the very affluent of society have been using this option for the last four years as it is a much quicker process, cost between £2,00 to £10,000. The question was asked as to whether, in the future this would be affordable to those of more modest means. The impression given was that it would be.
