hello i need some advice please. i recently asked for parental leave as soon as my baby is born but have not given 21 days notice will this affect whether work will allow me to have it?

With perental leave it will normally be down to the individual company and how they have thier conditions of employment set.
I think any boss would be very harsh to not grant it though, That said if they have a policy of needing 21 days then I guess they could use this as a reason for not allowing it, Have you spoken to your employer and asked if they are going to allow it?
Also maybe contact the HR dept and ask thier advice, do this before your boss and then your boss can't tell you it's HR who have declined it π
