i have 2 children from my ex that ended 12 years ago always been able to see them twice a month and paid money towards there upkeep! but now its getting sour she has a new man she allows my children to call him dad ! also my name as never been on the birth papers and couid stop me from seeing them at any time and plans to change there surname to his once they get married ! not sure what to do i im on a low income! does this mean i have no p.r rights and have to prove by d.n.a that im the dad

You do still have rights you would firstly need to try mediation, if you are on a low income this could be free, they would assess your income and tell you from the outset if you fall into the level for free mediation, if mediation fails or your ex won't attend then you would need to apply to court, you can ask for PR to be awarded at the same time as a contact order, court costs £215 to apply and you can represent yourself throughout so that would be the only cost involved.

Worth noting, if funds are tight, as well as free funding for Mediation, you might also be entitled to a part of full exemption from the £215 court application fee.
