Reporting a concern
It can be difficult to know what to do if you think a child is at risk. It’s important to remember that if you’ve spotted things that don’t seem right, others will have too. Speaking up can make sure that child gets help as soon as possible.
The sooner you contact your local children’s social care duty team, the quicker they can act. They’re available 24 hours a day, and can make an anonymous report if that feels safer. If a child is in immediate danger, please call the police straight away by dialling 999.

A tough one - and I don't have any experience on this but if it were me I would do anything to change her fealings.
I would try bringing presents or treats if allowed, and any photos of her and her sister and pictures of you doing fun things.
I would also be super friendly with the staff and share your concerns, plus ask them to talk to her about what she wants for next week from you.
I would always be on time and smell nice.
I would find out what's been happening at nursery and her teachers name and songs that she'd learnt and sing them with her.
At the end I would ask for a photo and even put on a funny hat to make her laugh.
