Have you looked at the Children and Families Bill that is currently going through Parliament? Ak supplied a link to it in a previous topic she started last week. Heres the link ~

I think the propasals contain a section that talks about making sure there is actual proof of DV within a couples history for there to be financial assistance given, and this would apply for men as well as women.
Proof of DV wouldn't be too hard to administer IMO, the courts already call upon the police and Social Services to provide reports and these can be provided at the click of an enter button with the technology that exists today!
I hear your pain and the injustice that you've suffered BF and there is so much work to do to put it right.
