Indeed - DV does exist, without a doubt - the problem is that there is no penalty for the accuser if the accusations are proved to be false. If a woman (usually) thought that she might get a heavy penalty if the claims were shown to be obviously false, maybe it would remove the clutter from court over these cases, and the genuine cases would also get the proper attention.
