A non Mol only becomes active once its served on the respondent. If you've not been served with one then one isnt active. I dont know about restraining orders but I know Non Mols work that way having had great difficulty in getting one served on my ex after the court had granted it.

You only get a restraining order after a criminal conviction and it's handed down the same time as you get sentenced by the judge.

I suggest you wait 2 years and contact your boy when he's 18. If you have any Court papers showing you tried to get contact, sort them out for when you do make contact and need to explain why you weren't around.

I have a older friend whose ex kept their children away from him for no reason. If he had been a risk then he wouldn't have been allowed to do the work he did. Anyway his children contacted him in their late 20s. This was because one of their spouses pointed out their mother had behaved poorly as their parents disagreement was not theirs.
