Can an employer refuse to pay a male employee full pay during Ordinary Paternity leave (the first two weeks) when female employees have had full pay for 6 months during maternity leave?

try citisens advice? i believe you are entitled to it but you have to give written notice at least a month or 6 weeks before your parteners due date.

I think that's right, and the .gov website says its statutory which I think means they have to give it! Please someone correct me if I'm wrong though! 🙂
Yes the pay is statutory, i.e. you must have paid paternity leave, as long as you fill the requirements:
1. worked for the employer for 26 weeks before the 15th week before the expected birth date, therefore about 40 week and remain employed at date of birth.
2. Given the appropriate notice to employer to take the paternity leave
3/ Earn at least £109 before tax
