[Solved] Passport Application for my child whom I have PR

I am a single father, i have parental responsibility & residency for my daughter aged 14, the order was produced in conjunction with a supervision order for the mothers benefit back in 2000 in the family courts at Medway, Kent.
I recently applied (February) to renew my daughters passport, providing all the necessary documentation. The Passport office responded firstly by asking for the parental resp order again which took 2 months. The passport office are refusing to recognise the document as giving me PR & Res saying it is just a supervision order. They are citing that the wording "Mr **** shall be awarded PR & Res" as being future tense & expired as the supervision order ended one year after the initial hearing, i know this not to be the case as i was in court for the original hearing & had the blessing of the Guardian at litem, social services & the mother, consequently i was given PR & residency, the supervision order was greanted at my request to help the mother have access to social services facilities. The mother has had no contact with her daughter since nine months before the hearing & no contact since, by her own choice. The passport office has suggested i get the mother to provide a statement of consent which is not possible since i do not have any contact information for the mother any longer & considering I know I have PRE & res, i find insulting & contrary to law.
In the past 12 years no other institution has questioned the validity of this document, schools, social services, inland revenue etc.
The Passport office have stated that they will keep my documentation for my daughter pending a successful application, birth certificate & two copies of the original order & destroy them after one year.
I am self employed on a very low income & in receipt of housing benefit, council tax benefit, tax credit & child benefit.
The original solicitor (Mr Christopher Simmonds) is now a judge on the family court circuit in Kent & I currently live in Newham (East London).
Any suggestions.

This is not something I've come across so I won't even hazard a guess on this. I'll ask the legal experts at CCLC if they can pop on and give some advice.
