Hello Everyone,
How do I obtain PR for my partners son?
The natural father is absent, not on the birth certificate, doesn't have PR and can't be found.
Does the court need his permission? What application forms will I need?

Parental Responsibility Agreement or Order -
An amendment to the Children Act 1989 (section 4A) enables a stepparent to get Parental Responsibility (PR) for their stepchild either by agreement or a court order if you are married to or are the civil partner of the childβs parent. If your husband, wife or partner is the only person with PR for the child, they can make a formal agreement with you to share PR. If the childβs other parent also has PR, both parents need to agree to let you share PR. You will need this form, C(PRA2) which is a Step Parent Parental Responsibility Order. Alternatively, you can apply to any family court for a Parental Responsibility Order.

Just to be clear . . . My partner obviously agrees and as the natural father is absent, no PR, no CSA payments, no contact and absent we don't need to find him to get his permission?

The only thing that matters in that list is no PR - so if he doesn't have that, then no problem π
