You are going to need to try to get contact, and the first step is to attempt mediation - chances are, she will refuse, but you need to try this anyway before you can progress to court.
If she's getting legal aid, I think it may be possible to get the mediation covered by this, though not 100% sure.

This must be a very worrying time for you, but until you receive the non mol there's not a lot you can do...have you tried calling the court to ask about it? Once you receive it, there will be a date to return to court to give you a chance to answer to the allegations that are been made. At this point you can ask the judge about contact with your children.
It is possible to apply to court for an order to locate your children, it's called a seek and find order and you would need form C4 to make an application. However if there are serious safeguarding concerns, the court may not release her address to you, it you should be able to ask the court to deal with the issue of contact with your children without having her address.

You will get a return date and an opportunity to answer any allegations.
Mediation at present isn't really going to be a realistic way forward - if she's applied for a Non Mol - she's unlikely to want to come face to face with you and depending on the terms of the Non-mol, it may prohibit it.
You can ask the court to consider making interim arrangements for your children's contact.
