It's really difficult to police it to be honest... but it's a further layer of protection, as through the process the situation will be investigated before the final order is made. At least she will be in no doubt that you're aware and are monitoring it.
Perhaps a word at school, share your current concerns about the uncle and see if they can talk to her about it.

If he is living with the great grandmother, you might like to think about a Prohibited Steps Order against her and the grandmother, by association. That would certainly raise the questions you want answering.
