Is it possible to ask that a certain judge reserves our case or is this solely at the judge's discretion only?

My friend requested the same judge several times but his request was never granted. He's had no judicial continuity at all until now and sadly this judge isn't one he likes much, she reserved the case herself he wasn't given an option.
You can ask, but the decision will be up to the judge. Some judges will do this without asking if they feel the case warrants it.
