[Solved] how to make court take notice

hello

i need some advice from people who have successfully dealt with courts if i could please.
unfortunately its a french court so laws and court orders are almost meaningless but there must be a language/attitude i can use in a letter to the court.

basically, the court ordered a report (similar to cafcass i guess) costing me 800 euros and it has not been made.
it was ordered to be made immediately in june 2016 and had a maximum delay of 3 months, september 2016.

i have been regularly emailing the court asking for this report to be made, they always said the expert will contact me 'soon'
they have been saying this since august 2016.
in december they said its no longer up to them and has been transferred to the appeal court.
so ive been emailing the appeal court but never get any reply.

i will be sending a letter to the court, rather than an email and wondering if theres a trick or technique i can use as far as the wording goes.

Hi

Unfortunately, there's no magic wording you can use in these scenarios unless the law isn't being complied with. I have no knowledge of French family law whatsoever. I would suggest speaking with Reunite, they might be able to point you in the right direction of getting someone who can assist you.

well the law isnt being complied with, ive already tried that angle to no avail
there are at least 20 or 30 french, european and international laws that have been/are being completely disregarded

i quoted the laws, as diplomatically, respectfully and politely as i could, and included the highest officials in french and international law i could find in the email.
still didnt work

im at a complete loss what to do next
ive missed almost a quarter of my youngest daughters life waiting for this *ing expert
