I am unsure if he can to be honest. Perhaps he could have a look at their site to work out how much he would roughly be expected to pay and put that aside into a separate bank account for his child. That way when it comes to court he can point out that although she is denying any access that he has been putting a set amount away for his child.
It might also be worth getting the legal side rolling now with regards to contact once born.
Either parent can open a case with the CMS. However maintenance and contact are completely separate and one doesn't influence the other.
I didn't mean to imply that maintenance would influence contact just that it would show any judge that his intention was to be there for his child from birth π
