On behalf of a female friend id like to know what grounds does she have to be able to strip her ex partner of parental responsibility?
This is the message she sent me earlier............."The last one I spoke to said as long as he has had no contact and i can prove he doesn't pay and has moved over 100 miles away permanently and has made no effort for contact then I should have a case? "

Not sure what the answer is, but am curious as to why she would want that ?
to be honest i am not in total agreement with it but i think she is worried that if anything happens to her she would be afraid the kids go to him as he does not want to know them, has not seen them for yrs and makes zero effort
Having PR removed happens only in very exceptional circumstances, it's very rare and I think the criteria would need to be more serious than you have stated.
she would be well advised to get some legal advice on setting up a guardianship, she has more chance of that and it will achieve what she's after I think.
