Have you spoken to Reunite? They are very experienced with abduction and international family law. I think if I were you I would gather as much info as you can and then make a decision.
Would a caveat not work both ways, she could being in a position to refuse permission if/when you want to take your son away on a foreign holiday.
Are they still going to put a flag on his passport? That may be enough to prevent her leaving without your permission.
