Could anyone with the relevant experience advise if the following statement only applies if the child is in care/foster parent or would it also apply if the child is the focus of a Child in Need plan managed by the local authority please? Thanks
If the child is under the care of Children's Services, the Local Authority has a duty to promote and encourage contact between the child and "any other relative or person connected with him".

It's under the sub heading Who is entitled to contact with a child?
I have interpreted this sentence as meaning that any child that is under any plan by the local authority should be guided by this advice.
The LA advise that this only applies to children in care which doesn't seem correct to me.

...At the end of the paragraph that contains your sentence, there’s a link titled “contact with children in care.” To me that indicates that the particular paragraph refers to children in care... sorry if that’s not what you wanted to hear.
