Reporting a concern
It can be difficult to know what to do if you think a child is at risk. It’s important to remember that if you’ve spotted things that don’t seem right, others will have too. Speaking up can make sure that child gets help as soon as possible.
The sooner you contact your local children’s social care duty team, the quicker they can act. They’re available 24 hours a day, and can make an anonymous report if that feels safer. If a child is in immediate danger, please call the police straight away by dialling 999.

I love the follow up that "it could never happen in the UK", but surely the whole "there is a webcam on my laptop or computer, with no phyiscial on or off switch means a hacker (or school) could always find a way of turning it on" is the issue...?
I believe this wouldn't happen in the UK for one good reason, no school funded by our government would fund every child with a laptop.
There has in recent years been a move to provide computer equipment to all lower income families with children computers for families.
There is no "tracking of equipment" as in the US.

The Home Access scheme is very real and supported by many of the major retailers on the high street. It is designed to enable internet access to every child and you will need to apply to join the scheme.
