I left the UK and was drugged and robbed in Russia (i do not speak Russian) I had 2 babies with me and they were on the path to child slavery but I escaped with babies to the British embassy and couldn't inform CMS of my circumstances however my ex contacted child safety agency but didn't inform CMS about my situation and let the amount I had to pay build up to 7,000

Am I supposed to pay the money?

Hello, where are the children now? Does the mother normally have custody of the children?

Well i have 3 children but 1 with my ex - my ex is saying i owe 7,000 for the one child but on the CMS website its says that the either the paying or receiving parent can notify the CMS and tell them that i was out of the UK and i couldn't pay them.

I would say that you need to contact CMS directly, generally, any change takes effect from when they are notified, not from the date the event happened. I would also say that it is probably upon you to notify them you were out of the country, and not your ex, but CMS should be able to clarify that.
