I'm sorry, this isn't something I know a lot about. Here's a link to the government guidelines on the new scheme, which goes into some detail about the calculations, you may find your answer there.
William should be around in the next couple of days and I'm sure he will clarify what he meant and how it applies.

It is difficult for me to clarify what I was referring to in the quote you mentioned, as it has been taken out of context. However, I can confirm that assessments completed by the Child Maintenance Service are calculated based on the paying parent’s gross weekly income (income before tax and National Insurance, but after pension contributions have been paid).
I can see Mojo has pointed out where you can find more in depth information about how the Child Maintenance Service work out child maintenance payments on Gov.uk. You may also find the online calculator, which can be found on the Child Maintenance Options website at http://www.cmoptions.org, useful.
For more information on all the different ways to set up child maintenance and for a more personalised service, you can visit the Child Maintenance Options website.
