For what reason could a mother have to not claim cms for 11 years then suddenly claim

I have 2 children to whom I have never held a relationship with,  I have been paying via a mutual agreement and csa or cms was always threatened,  however for some reason even when suggested she should just go there or to them and claim it was never done! Yet all of a sudden she has opted to go to them,  why could this be?

Hi,

Yes unfortunately a parent can go to CMS any time and claim, even though you have been paying via a private arrangement. How old are the kids?

Maybe she thinks she can get more money by taking CMS route. Or perhaps she is struggling financially.
