I have just received a letter stating I owe over £6000 in csa payment and that they will take this from my earnings I have had an attachment to earnings before and the amount they took caused me to leave my job I have wrote to them making an offer to repay the arrears at an amount I can afford can they reject this offer and still get an attachment to my earning

I'm afraid they can - legally they can take (I think) up to 40% of your pay. It would be worth speaking to them to see if there's any agreement to be had, but I'm afraid that even leaving your job will still leave the debt outstanding so they'll catch up with you when you take another job.
