I have received a letter from the csa who are currently closing my file as my daughter is now 20 years old. In this letter it says
" Dear Mr C
We previously decided that we would not collect £4940 that you owed for the period from 14/1/200 to 10/10/2005 in child maintenance until a later time. We made this decision because your case went direct pay.
However we have now decided that you do have to pay this amount.
You can make this payment via card "
From what I recall, the reason I went direct pay was because the csa were proving incompetent and my ex and I were fed up with their mistakes. The origional letter saying I owed £4940 was the final nail,this case was closed and I continued making payments to my ex without the aid of the csa.
As for the arrears, I recall at the time this was a possible error on their side and I never investigated it further, I have always made payments and paid what they had asked of me.
Sorry if the details are a bit vague but this was a long time ago. I really don't know how to proceed from here.

Here's an update
I contacted the csa and spoke with the rudest ignorant and most dismissive woman I have ever spoken with.
It seems that the csa had placed an attachment to earnings order on my wages to cover under payments between 2001 & 2005, but because I went direct pay, this attachment was never actioned. This meant that the csa had sat on the information that I owed nearly £5000 for eleven years, then decided to send me a letter demanding it back within 14 days. What a joke!!!!
Luckily I am on speaking terms with my ex, who has spoken to the csa and explained that I have made regular payments to her over the last 11 years and that she believes I owe her no more money.
My ex called me this afternoon and has said that the csa said they will be writing to me to say that the case is closed. I shall update once I receive the confirmation.
What sort of corrupt racquet are they running over there? For years I've put up with their bullying and care free tactics. At the lowest point in my life the csa were there to put the boot in.
This seems to me like an organisation wanting to squeeze a little more out out of an already dry lemon, a final attempt to claw out a little more money..... In any other situation this would be considered illegal, why do the csa seem to be allowed to get away with it.
Criminals.
Problems with the CSA / CMS are unfortunately a very common complaint / issue. If this isn't resolved as has been indicated, I would suggest contacting your local MP for support on the matter.
