So I have spent years trying to get answers from CMS. This ranges from providing me with evidence of arrears (which they still haven't done) changes to their rules (which I screenshot as evidence). Despite contacting 3 different MP's and exhausting CMS complaints and the Independent Case Examiner (ICE) it has now gone to the Parliamentary and Health Service Ombudsman (PHSO).

I will try explain as best I can as I don't know how to upload pictures (which are far easier to understand).
So going as far back as 10/02/2023 I have a screenshot that states the following
A payment is missed when the receiving parent has:
-not received any payment 5 days after the date detailed on the payment plan. It can take up to 5 days for a payment to reach the receiving parent's account.
-received less than 90% of the amount detailed on the payment plan
I opted to follow their rules which they didn't like and tried to justify their stance. They claimed this rule was in place during COVID so I pointed out to them that COVID started in 2020 (I think) this didn't go down well with them.
This rule continued until 02/10/2023 when they changed it to the following
A payment is missed when it is late by 3 or more days. You must make payments on time and in full.
After being in contact with an MP due to CMS abusing their powers the MP told me I could have been put on a DEO as I had made the payment late (made it on the 2nd day as opposed to the first). I had then checked the rules on 16/01/2025 and low and behold the rules have changed yet again to the following
You must make payments on time and in full.
How is it that a company can get away with changing their rules in order to benefit themselves? To my understanding this outfit of criminals (and lets face it that's exactly what they are) are supposed to be unbiased and impartial, yet particularly with my case they have been anything but!
Now we move on to the financial side which I genuinely don't care who says what....it's fraud, regardless of what or who does it, it's still fraud.
In November 2024 a screenshot was taken and showed the following arears from November 2023
Arrears £12694.59
In my payment schedule Jan-Dec 2024 it stated the following (I have highlighted the last sentence in bold as this means any extra payment is to clear the arrears this will become clear.....I have been paying £400 a month!)

Total unpaid child maintenance to date £12963.93
Total unpaid collection fees to date £2042.90

In my payment schedule Oct-Dec 2024 it stated the following (screenshot taken in March 2025)

In December 2024 I took a screenshot which showed

In January 2025 I took a screenshot which showed

In my payment schedule Jan-Dec 2025 it stated the following (screenshot taken in Nov 2024)

I have asked on numerous occasions over several years for CMS to provide me of a breakdown due to the fact that none of this is making any sense and they are able to "cook their books" without any interference from any authority (as it's been proven so far....3 MP's and 2 ICE cases dismissed). I would love to know exactly who is responsible for these clowns because someone needs to be held accountable for fraud on a massive scale! If anyone else did this we'd be in prison for fraud under false pretences, forging legal documents and any other act of fraud, but this outfit can do it and get away with it!
Sorry for the long post and I understand if it's too much info to take in but this is literally just the tip of the iceberg in my case!
